IBR Prep and Conduct
You’ve received notification of an upcoming Integrated Baseline Review (IBR). And you’ve only got a couple of months to prepare for it.
Many organizations find the IBR timescale a challenge: typically, IBRs occur between 90 and 180 days after contract award and represent one of the most important events in the Earned Value Management System (EVMS) implementation calendar.
Getting the baseline in place, going through several rounds of updates and having all of the project materials ready in such a short time (while you are also trying to begin work on the contract) can be difficult.
That’s where we come in. You can focus on creating a fantastic first impression with your new client while we work behind the scenes on the IBR. Ten Six’s proven 5-step IBR process takes your program from contract award through IBR Action Item closure. Nothing gets missed, and clients tell us the process feels intuitive and results in clarity for everyone involved.
Step 1 | IBR Prep and Training We’ll help you verify that the necessary contractual language is in place to ensure documentation is available later, and make sure the team understand what is expected. They’ll receive training so they can participate and contribute. We’ll ensure the right people are involved, develop an agenda and begin developing a comprehensive IBR Presentation Package. |
Step 2 | Program Artifact Review This step ensures that your underlying data is correct. We’ll review program artifacts to ensure they are in sync, consistent and complete. You’ll receive a data map to help you quickly identify gaps in compliance, inconsistent reporting and potential hot spots so that we can act on them together. |
Step 3 | Performance Management Baseline (PMB) Review We dive into the program baseline, focusing on quantifying the data, seeking out planning gaps and developing the story for each control account. Whether you are reviewing the PMB or being reviewed, this step is the heart of the IBR. We’ll take your Control Account Managers and/or Technical Leads through mock interviews so they are ready to get the most value out of the meeting. |
Step 4 | IBR Facilitation and Support We’ll keep the IBR itself on track and focused on the conversations that matter. Let us facilitate the experience, either directing CAM interviews or providing support for the team being reviewed. We’ll make sure you leave the IBR feeling it really added value to everyone involved. |
Step 5 | Post-IBR Assessment and Action Item Closure You’ll receive an IBR After Action Report that captures the process, the proceedings and the findings. This summary provides evidence of the successful IBR for you to share externally as required. We’ll help you develop a realistic plan to close Corrective Action Reports and Action Items, and support both organizations to track their completion. |
The purpose of an IBR is to:
- Demonstrate you have a thorough understanding of the EVMS contract requirements
- Show that you have incorporate all requirements into the cost, schedule and technical baselines
- Evaluate the integrity of how you manage the work, with particular emphasis on configuration management
- Determine the depth of understanding your Control Account Managers have for the process
- Collaboratively review, verify and affirm a program’s performance management baseline in a way to support the goal of delivering the required scope on time and on budget.
Take the headache out of IBR prep and get ready to bring your project in on time and on budget. Our 5-step process gives you ultimate confidence that your team is ready for the review. Let us help you prepare for your IBR review.
Action Plan Development for Progress Assessment Reviews
You’ve received a Discrepancy Report. Whether that’s as a result of an EVM compliance review or a Progress Assessment Review, it’s important to address it quickly.
It’s a lot of work to gain and stay compliant with an EIA-748 system. Discrepancy Reports (DRs) are not to be feared. If you are not yet certified, the faster you can address them, the faster you can get your company to your next milestone: a DCMA or OECM certified EIA-748 EVM system. Typically, it takes organizations 12 to 15 months (or longer) to earn certification, so prompt action for a DR could shave months off your journey to achieving that certification.
Ten Six has a track record of assisting organizations like yours to prepare action plans and earn their EVM certifications. Our staff have led DR resolutions for contractor teams working on DOD, DOE, NASA, EP&C & BARDA programs with EIA-748 contractual requirements.
Our team’s deep knowledge and experience with government contract requirements means you can be confident you’re getting expert guidance so you can resolve DRs quickly and efficiently, and take your next step to getting or maintaining your EVM certification. IMS Health Check
There are many reasons why it’s worth getting support to create and maintain your Integrated Master Schedule (IMS) and Integrated Master Plan (IMP) for you project, program or group of programs. For example:
- You are facing an upcoming Defense Contract Management Agency (DCMA) audit
- DCMA are questioning the integrity of the IMS
- You’re concerned that the IMS or IMP doesn’t integrate with Work Breakdown Structure guidelines (MIL-STD 881C)
- You need to assure compliance with:
- IMP/IMS Guideline DI-MGMT-81650
- Earned Value (EV) reporting guidelines associated with DI-MGMT-81466A and the requirements associated with DI-MGMT-81466B, Integrated Program Management Report (IPMR)
- The DCMA 14 point IMS assessment guide
- You’d like independent verification or a general health assessment for your IMS or program to assure program and senior management that the IMP/IMS is producing information to support an Integrated Program Management solution.
We’ve helped past clients address all of these concerns, and we can do the same for you.
How the health check works
Ten Six can evaluate the level of completeness of your IMS tools and the analyses that are being performed by your team. We look at how this data is used within the respective program/project schedule.
You’ll get a detailed findings report that sets out the pros and cons of your current system along with a gap analysis and recommendations to enhance your existing capabilities.
