Oshkosh Defense specializes in serving the defense industry by designing, producing and sustaining a portfolio of best-in-class vehicles, products and mobility solutions. Since 1917, Oshkosh has delivered more than 85,000 light, medium and heavy-duty vehicles for a full range of missions in the most challenging terrain. Oshkosh is noted for delivering the most trusted vehicles to the armed forces, such as the M-ATV, FMTV, MTVR, LVSR, HET and more to support every branch of the military, in all parts of the world.
Challenge
Oshkosh Defense was bidding on a large government contract that required an Earned Value Management System (EVMS). While Oshkosh had some experience particularly in using Oracle Primavera P6, there was no cost engine in use. Oshkosh Defense asked Ten Six to initially assist in the creation and preparation of a winning Request For Proposal (RFP) response to its client.
Ten Six Approach
To support Oshkosh in responding to the EVM mandate within their RFP, the specific activities we focused on used part of Ten Six’s proven EVMS implementation methodology – Proposal Writing Process Steps:
- Initial assessment.
- Gap analysis recommendations.
- Create Earned Value implementation plan.
- Generate/update EV process flowcharts (including swim-lanes denoting functional ownership)
- Organization and management
- Planning, budgeting and scheduling
- Accounting
- Management analysis
- Baseline maintenance and updates
- Subcontract management
- Overall summary flowchart
- Management review and approval of Earned Value process flowcharts.
- Generate proposal write-up to document approved process flows, encompassing process, tools and people.
Upon successful contract award, Oshkosh then asked Ten Six to support their EVM implementation. The Ten Six team provided support in a number of areas including:
Project Controls Analyst (PCA)
Ten Six provided an experienced Project Controls Analyst who advised the Program Management Team on current EVMS policy that ensured all applicable EVMS guidance documentation was compliant with ANSI/EIA 748-B requirements. We provided an assessment and impact analysis in terms of critical path, logic, stakeholder, level 1 milestones and risk mitigation associated with Variance Analysis Reporting/EAC Analysis.
This role also provided guidance to the Support Program Team to accurately report Program ACWP into an EVM database and worked with CFM to obtain Program accrued expenditures, open commitments, indirect cost files, program invoice records and Forecast Model.
Integrated EVMS ToolSet
Oshkosh Defense also requested Ten Six support in creating an integrated EVMS tool set using Oracle Primavera P6, Deltek Cobra and wInsight to be designed with additional integration with in-house systems in the future. These additional systems included JD Edwards, ARM, and DOORs.
System Description Review
Ten Six completed a comprehensive review and mark up of Oshkosh’s Earned Value System Description as well as Oshkosh’s 9 key EVMS processes and procedures. We also identified CAM Notebook tabs for the EVMS Certification process.

The Ten Six team conducted the following training activities supporting the EVMS deployment:

- Conducted VAR training with same CAMs and Activity Leads

Primavera P6 Capacity Planning Introductory Workshop
To support Oshkosh’s initiative for improved capacity planning, Ten Six conducted an initial assessment, education awareness and workshop demonstrating the capacity planning capabilities within Oracle Primavera P6 and how they could be applied to Oshkosh’s environment.
