Keynote Speakers
Opening Keynote

Saurabh Bhandari, Director, Property Delivery & Transformation Office of Government Property, Cabinet Office. Saurabh will offer a keynote, ‘The Long Game: Beyond Handover.’
In his keynote address, Saurabh will explain how, over the next two decades, £500 billion will be spent on maintaining public assets and spending will determine whether services
stand up or fall. Saurabh will reveal how project controls can cover the whole life of assets, not just capital delivery. Saurabh will discuss how backlog, resilience and service impact can be built into the same packs that track time and cost, while also connecting investment to place-based priorities, geographic systems and smarter estate consolidation. By shifting from short-term fixes to long-term value, controls can unlock a market that is always funded, always needed and essential to the National Infrastructure Strategy. Because an investment isn’t truly delivered until it works, every day, in the places people live and rely.
Keynote Panel Discussion

Tim Sheldon, Chief Delivery Officer at Defence, Science and Technology Laboratory (DSTL).
Tim will chair a panel discussion on the formation of the National Armaments Director (NAD) Group, reviewing the opportunities of Project Delivery in Defence.
Closing Keynote

Luis Castro, Deputy Director, Strategy Department of Energy Security & Net Zero.
Luis will discuss the commitment to energy, decarbonisation, and project delivery across the UK government. With skills shortages prevalent, Luis will discuss how equality and inclusion, including economic incentives and job security for
young people, along with a roadmap of re-skilling programmes for those already in the workplace, will ensure Project Delivery.

Back to Basics

James Williams is Head of Project Management Capability Development, Babcock International. James will present ‘Journey Through Skills Development’.
James will explain why, in complex and fast-moving environments, organizations are constantly challenged to find, grow and deploy the right skills at the right time.
James will reveal how Babcock uses Actionable Intelligence to make sense of workforce data and turn it into meaningful development opportunities. James will discuss the human side of skills development: the barriers, the awkward conversations and the moments of growth.

Mohamed Hegazy is Associate Planning Director at Red Sea Global. Mohamed will present ‘Prospective Time Impact Analysis (TIA) Challenges and Enhancements’.
Mohamedwill explain why Time Impact Analysis (TIA) is a crucial tool in construction project delay management, enabling stakeholders to assess the potential impact of delay events
before they occur. However, implementing TIA presents several challenges, including limited data availability, subjectivity in forecasted progress and stakeholder resistance.
Mohamed will review The Association for the Advancement of Cost Engineering (AACE) International’s Recommended Practices, particularly RP 29R-03, which provides essential guidance for improving the accuracy and credibility of prospective TIAs. Mohamed will explore the key challenges and outline enhancement strategies to ensure TIAs are methodologically sound, transparent and aligned with AACE guidelines. Mohamed will reveal that by aligning TIA practices with AACE guidelines, project teams can improve delay analysis reliability, reduce disputes and foster better decision-making throughout the project lifecycle.

Sarah Shutte, Director, Lawyer, Mediator at Shutte Consulting Ltd., will present ‘Ethics for Project Controls professionals: playing your part in project progress’. In this interactive presentation, Sarah will explore ethics in Project Controls, examining the perception of ethics and the crossover between contract, law and ethics.
Sarah will discuss three key areas:
- Established international research to explore and demonstrate the practicalities for those in project controls roles and responsibilities of adopting an ‘everyday ethics’ mindset.
- Typical projects involve project professionals, using case studies to illustrate common dilemmas and challenges, explaining how to solve these real-time, real-life problems.
- The emerging use of AI, its interface with ethics, and the areas where project controls professionals and the broader industry can have a positive influence and meaningful impact.
Finally, Sarah will reveal tips and tricks to take away, offering key skills such as being collaborative and recognizing an organization’s ethical compass.
Innovations
Hilal and Ugur will present ‘Visual Earned Value Management (VEVM)’.
Hilal and Ugur will discuss how integrating Visual Planning techniques with Earned Value Management (EVM) creates a robust framework for construction project control. Hilal and Ugur will explain how Visual Planning enhances collaboration through accessible representation of project information, whilst EVM provides quantitative performance metrics. The combination of both Visual Planning and EVM addresses persistent industry challenges, including schedule delays and cost overruns.
Using case studies, Hilal and Ugur will reveal how Visual Earned Value Management (VEVM) can transform project delivery through enhanced accessibility of performance data, improved contextual understanding, faster issue identification, reduced cost overruns, and more effective stakeholder communication. Finally, Hilal and Ugur will offer practical implementation strategies for this integrated methodology.

Andreas Leed is Head of Data Science, Oxford Global Project and Co-author of ‘How to Measure Anything in Project Management’. Andreas will present ‘How to Measure Anything in Project Management: From Placebos to Proven Tools’.
Andreas will discuss how projects have grown in scale and complexity, yet the way they are managed has remained
qualitative, driven more by habit, ritual, and belief than by data and evidence. Reviewing his book “How to Measure Anything in Project Management”, Andreas will present a quantitative, evidence-based alternative for managing projects. Andreas will discuss five key areas:
- Why many widely taught practices act as “analysis placebos”, methods that give the illusion of control without improving.
- How discovery-driven metrics (dashboards full of data with no clear decision link) can be replaced with decision-driven measurement: targeted, calibrated and value-focused.
- How to apply methods like calibrated probability estimation, reference class forecasting and decision models that reveal when more measurement is or isn’t worth the effort.
- What the data shows about certifications, methodologies, and estimation techniques.
- AI: what helps, what doesn’t and why.
Finally, Andreas will offer a practical understanding of how to make better project decisions under uncertainty, by measuring smarter and inviting delegates to rethink how measurement can become a powerful decision-making tool.
Government & End-Users Zone: Insights in Action

Milla Mazilu, Head of Advanced Analytics at Network Rail. Milla will present ‘Harnessing the Power of Our Data: Enhancing Project Management through Advanced Analytics and Visualisation’.
Milla will explain how managing vast amounts of data and turning it into actionable insights remains a significant
challenge for projects and their project control teams. Milla will reveal how she moved away from traditional reporting methodsto implementing a data-first strategy that transformed the way we manage and analyze project data in Network Rail’s Wales & Western Region. Milla will share real-world case studies addressing specific problem statements and reveal how simple but effective technological solutions have transformed the organization. Milla will explain five key technical solutions:
- Periodic Business Review Pack- A set of consistent self-service reports for the region, saving over 12,000 annual hours through streamlined access to project data.
- Commentary Collector App- Communication and sharing of progress updates between teams was often cumbersome due to manual liaison and version control issues. We addressed this by implementing a commentary collection method, which eliminated these issues and saved over 4,800 hours annually.
- Change Control Database- Managing change papers manually was a time-consuming process for our project teams. We addressed this challenge by creating a consolidated database for all change papers, which significantly reduced manual effort and saved over 9,700 hours annually. This centralized solution improved the tracking and management of change requests across projects, ensuring greater transparency and efficiency.
- Phase Readiness App- Ensuring that projects are ready for the next phase is crucial in maintaining project momentum. This app enables teams to review project readiness efficiently and effectively, allowing them to address potential issues proactively and save time.
- Data Mesh- To support this transformation, we adopted a back-end data mesh approach. This approach ensures that data is consistent and accessible across the organization while allowing for flexibility and scalability.
Finally, Milla will reveal that by democratizing data access and enabling self-service analytics, teams can now focus on addressing project issues rather than dealing with errors or inconsistencies.

Juliana Smith, Reporting Lead with Costain. Juliana will present ‘From Data Decisions: Enhancing Project Tracking with Power BI.‘
Juliana will explain how Power BI can elevate Project Controls by integrating schedule data from Primavera P6 to produce S-Curves. Juliana will describe the practical methods for
connecting Power BI to P6, outlining key stages in report development. Using real-world examples, Juliana will provide a clear understanding of Power BI’s analytical and visualization capabilities, as well as the requirements for working effectively with P6 data, demonstrating how Power BI can unlock the full potential of project data.

Mark Jenkins is an Enterprise Sales Executive at Lumivero. Mark will present ‘From Projects to Portfolios: Practical Steps to Scale Your Risk Management.’
Mark will explain that if you’re managing risk one project at a time, there’s an opportunity to improve visibility, drive consistency, and deliver more strategic value by shifting to a

Marwan AbuEbied is Digital Construction Lead with Turner Construction International. Marwan will present ‘Innovative Digitalization of the Projects’ monitoring and Controls’.
Marwan will showcase the innovative application of cutting-edge technologies to enhance project oversight and ensure timely and budget-compliant delivery. Marwan will explain how
traditional project management methodologies often grapple with challenges like delayed reporting and reactive decision-making.
Digitalized and automated tools are enabling predictive analytics, forecasting potential risks and deviations before they materialize. This proactive approach allows project managers to intervene swiftly, thereby mitigating issues and maintaining the project’s trajectory. Marwan will review software that is embedded within project environments, providing real-time data on progress, equipment performance, and environmental conditions, offering unprecedented visibility into these areas. This continuous stream of data feeds into sophisticated dashboards and provides an up-to-the-minute view of project status.
Marwan will discuss Digital twins, which are virtual replicas of physical projects, offering a simulated environment for testing scenarios, optimizing designs and training personnel without impacting live operations. Lance will explain howthe evolution of Generative AI and Large Language Models (LLMs) is reshaping how capital project organizations operate, offering both advantages and
challenges. Lance will provide an understanding of generative AI, what it is, how it works and how it fits within the broader AI ecosystem. Although the potential of AI is considerable, the risks cannot be overlooked. Lance will discuss key concerns, including algorithmic bias, hallucinations, privacy and the current gaps in regulation.

Breda Ryan, Capability Director, Jacobs, will present ‘Navigating the New Era of UK Water Infrastructure: Strategies for Large-Scale Projects’.
Breda will discuss how the UK water sector has entered a phase of capital investment, marked by projects of significant scale and complexity. This is a shift from traditional, incremental
upgrades to ambitious programmes of Nationally Significant Infrastructure Projects.
