DCMA EVMS Program Analysis Pamphlet
In April this year an initial copy of the DCMA’s Earned Value Management System (EVMS) Program Analysis Pamphlet (PAP) was published, but at the time wasn’t for public release. July 10th 2012 saw the public release of the document. It went into effect immediately and is now available from the DCMA or you can download it from us here.
DCMA EVMS Program Analysis Pamphlet Purpose
The purpose of the DCMA EVMS Program Analysis Pamphlet is described as follows:
This EVMS Program Analysis Pamphlet (EVMSPAP) will serve as a primary reference for EVMS Specialists to properly generate EVM metrics, graphs, tables, and presentations supporting the creation of the Program Assessment Report (PAR). It outlines EVM key components spanning the integrated business management systems and the Integrated Master Schedule (IMS).
EVMS PAP Overview
Having read through the document, it certainly is that. The DCMA EVMS Program Analysis Pamphlet is an intent guide of sorts, that explains all the metrics used by the DCMA to evaluate everything about your EVMS from overall health of the system and its data reliability to project performance. Each section spells out in plain English what a particular metric represents, how it’s calculated, why it’s important and how the DCMA interpret the results. Of particular interest was section 4.0 which looks at the 14 point schedule metrics for your integrated master schedule and answers many questions about best practice use of the various logic, task and critical path components employed in a typical project schedule.
The PAP finishes off with a comprehensive Acronym Glossary appendix that lists all 68 acronyms used in the body of the document, another great reference tool. While an EVMS practitioner will know most of them, this glossary will help those like myself who seem to have some selective memory when it comes to those acronyms less commonly used.
In short, EVMS Specialists and Schedulers should certainly acquire and read through this very thorough and informative pamphlet. It really will be a helpful tool in preparing and maintaining a certified EVMS.
